I agree the variety of deaths as a consequence of falling from the construction is a tragedy. However I don’t agree that stripping off all the steps and ladders is the one resolution. The weak point is the ugly, dilapidated chain-link fence enclosure.
Why not change it with a giant, stunning, impenetrable wall? Go away the historic construction alone. Let’s have a name for artists. An artwork wall might make it protected and beautiful.
